Progress report of the Pan-European Network for Disease Control: April 2024–August 2025

Overview

Between April 2024 and August 2025, the Pan-European Network for Disease Control (NDC) evolved from a newly launched initiative into a regional platform for collaboration, coordination and collective action in health emergency preparedness. Established under the agenda of the WHO Regional Office’s Strategy and action plan on health emergency preparedness, response and resilience in the WHO European Region and hosted by the WHO European Centre for Preparedness for Humanitarian and Health Emergencies in Istanbul, Türkiye, the NDC strengthened governance, operational coordination and member engagement across the Region. Three working groups were formalized – Collaborative Surveillance, Emergency Coordination and Access to Countermeasures – with key Network outputs including the development of the document Operational Considerations for Collaborative Surveillance, technical exchanges on mpox and avian influenza, strengthened collaboration with other networks, coordination of a multi-country proposal to the Pandemic Fund and the initiation of stakeholder mapping and regional dialogue on medical countermeasures. The Secretariat also expanded communication and coordination functions. These early achievements position the NDC as a practical “network of networks” advancing a more connected, responsive and resilient regional health security architecture.
