Corporate evaluations are organization-wide exercises commissioned by the WHO Evaluation Office to assess strategic, thematic, programmatic, joint, or humanitarian and emergency-related issues that cut across departments, regions or functions.

By covering these broad evaluation areas, corporate evaluations focus on topics of high organizational significance – such as major policies, strategies, governance mechanisms or business processes. They are designed to generate insights that inform decision-making at the highest levels, strengthen accountability to Member States and partners, and enhance institutional learning and performance improvement across WHO.


Evaluation syntheses

Synthesis of WHO evaluations conducted between 2020 and 2025

In 2025 WHO Evaluation Office conducted a meta-analysis of nearly all corporate, decentralized, country programme evaluations, and a few joint evaluations, completed between 2020 and 2025 (n=51). It distills existing WHO evaluation evidence for cross-cutting issues and lessons related to WHOs performance, core functions, and results-based management. It identifies enabling factors and barriers, some root causes and offers potential solutions and recommendations that seeks to inform WHO strategic prioritization and ongoing reforms.

 

Synthesis of Country Programme Evaluations (2021)

The WHO Evaluation Office conducted a synthesis of seven Country Programme Evaluations (CPEs) completed between 2017 and 2020 (India, Kyrgyzstan, Myanmar, Romania, Rwanda, Senegal and Thailand – see individual reports). CPEs identify key achievements, challenges and areas for improvement, document best practices and innovations of WHO’s work in a given country and identify systemic issues requiring attention at corporate level. The synthesis documented and identified cross-cutting lessons on key achievements and recurrent issues for use by WHO management to improve corporate performance, processes and guidance to ensure achievement of results.
