Decentralized evaluations

Decentralized evaluations are commissioned and managed by WHO programmes, departments, offices or hosted partnerships outside the headquarter Evaluation Office. They may take the form of thematic or programmatic evaluations, as well as office-specific evaluations conducted at regional, country or headquarters departmental levels. These evaluations support accountability, learning and decision-making closer to the point of implementation.
Although independently managed, decentralized evaluations are expected to comply with WHO’s evaluation standards and guidance, including the integration of equity, gender, disability inclusion and human rights considerations.
The Evaluation Office provides quality assurance, technical support and tools, such as the WHO Evaluation Practice Handbook and guidance notes, to promote consistency, credibility and utility across all decentralized evaluations.
